This device is on Lynn's Reef at Chub Point. Not sure what it is but my guesses are;

1. An Acoustical Doppler Current Profiler (ADCP) placed by NOAA to monitor nutrient distribution across our reefs.

or

2. An Alien Detection Device (ADD) placed by SETI as a part of their Search for Extraterrestrial Intelligence.

Of the two options, I'm going with #2 as the most likely explanation since there seem to be more people interested in finding life on other planets than there are people interested in protecting the living reefs on this planet.
